Creating Seamless Learning Experiences for WIPO and Partners in Asia
The World Intellectual Property Organization (WIPO), a specialized agency of the United Nations headquartered in Geneva, Switzerland, works to protect intellectual property (IP) across the globe. As part of their mission, WIPO supports national IP offices and related institutions in building knowledge-sharing capacity through modern learning infrastructure.
But here’s the twist: delivering consistent, regionally tailored training solutions to multiple countries — each with different technical capabilities and training requirements — is not as simple as spinning up a single online classroom. That’s where Pukunui came in.
The Challenge of Empowering Regional IP Offices
WIPO reached out to Pukunui with a clear goal in mind: help implement robust, scalable learning platforms for three key IP institutions in Asia — DGIP in Indonesia, DIP in Cambodia, MYIPO in Malaysia and DPDT in Bangladesh. These platforms needed to support structured ongoing training, provide user-friendly interfaces, and offer flexible learning experiences for learners and administrators alike.
The scope was extensive. Each country required a Moodle™ software implementation tailored to their existing systems and training strategies, as well as digital content creation, integration support, and hands-on training sessions to get local teams up and running with confidence. And yes, it had to *just work*. Ideally without any “My computer says no” moments.
Delivering a Cohesive Solution Across Borders
Pukunui approached the engagement systematically. Here’s what we delivered to WIPO and their partner organizations across four comprehensive phases:
- Moodle™ Software Implementation: For each regional IP office, we deployed a customized installation of the Moodle™ platform on our secure cloud infrastructure. These LMS platforms were configured with the latest version of Moodle™, tailored URLs, and branding that visually aligned with each organization’s identity.
- Migration and Setup: Existing data and course materials from legacy systems were migrated seamlessly. Competency frameworks, learning plan templates, and user roles were configured for each LMS instance — with built-in reporting capabilities to support data-driven decisions.
- Plugin Integration: Tools like the Zoom plugin and BBB Lite were integrated into the platforms, enabling virtual classroom sessions, webinars, and better remote engagement between trainers and learners. That meant fewer emails like: “Where’s the meeting link again?”
- Training and Documentation: We provided remote and on-site training sessions across multiple time zones (with plenty of coffee involved). In Cambodia, for example, we spent four consecutive days delivering practical training covering everything from course setup to learner dashboards and progress tracking. Additional consultancy time was also included monthly to provide continuing support and advice.
- Ongoing Support: Each office benefited from help desk support and flexible consultancy time for functional queries and training reinforcement. Content creation services added polish: orientation courses for instructors and learners helped embed best practices and made it easier to onboard new staff.

Our collaboration with WIPO and its affiliated IP offices proves how cross-border learning can scale with the right technical and strategic foundation. As training demands evolve, these organizations are now equipped with the tools, knowledge, and support they need to operate independently — while also being part of a globally aligned learning ecosystem.
